Digital Vocano Partners with Ministry of ICT to Bolster Data Protection in Zimbabwe’s Betting Industry

HARARE, March 25 — In a landmark move toward strengthening the nation’s digital sovereignty and regulatory compliance, Digital Vocano, in collaboration with the Ministry of ICT, Postal and Courier Services, successfully hosted a high-level Cybersecurity & Data Protection Act Sensitisation Workshop for the Bookmakers Association of Zimbabwe.

The workshop, held on March 25, targeted the Board of Directors of the Bookmakers Association, addressing the unique digital risks faced by the sports betting and gaming sector. As the industry increasingly shifts toward mobile betting and digital payments, the need for robust data governance has never been more critical.

A Strategic Tripartite Collaboration

The success of this initiative was rooted in a strong partnership between the government, technical experts, and industry leaders.

  • The Ministry of ICT, Postal and Courier Services: Provided the regulatory framework and national strategic direction, ensuring the betting industry aligns with the Cyber and Data Protection Act [Chapter 12:07].

  • Digital Vocano: Acted as the technical lead, delivering expert insights into the threat landscape, GRC (Governance, Risk, and Compliance), and practical implementation of data security.

  • The Betting Industry: Represented by Paul Goto, Secretary of the Betting Community, who served as the vital point of contact between the Ministry, Digital Vocano, and the bookmakers. His leadership ensured that the training was tailored to the specific operational realities of the betting sector.

Key Highlights from the Sessions

The intensive four-hour executive briefing covered several critical pillars of modern digital governance:

  1. The Threat Landscape: Digital Vocano’s Clifford Matamba led a deep dive into industry-specific risks, including phishing, account takeovers in mobile betting, and the devastating financial and reputational impact of data breaches.

  2. Regulatory Compliance: Attendees received a comprehensive overview of the Cyber & Data Protection Act, led by Ministry representatives and Dr. Muduva. The session clarified the role of POTRAZ as the Data Protection Authority and the legal obligations of data controllers.

  3. Governance & Risk (GRC): The workshop moved cybersecurity from the IT room to the Boardroom, emphasizing that data protection is an enterprise risk management priority.

  4. The Roadmap to Compliance: A clear, phased strategy was presented, starting with the immediate appointment of Data Protection Officers (DPOs) and moving toward long-term alignment with international standards like ISO 27001.

Empowering the Board

The workshop concluded with the distribution of a Board-Level Compliance Checklist, designed to give directors a practical tool for ongoing oversight. This includes verifying data audits, ensuring core policies (Data Protection and Incident Response) are in place, and allocating budgets for continuous staff awareness training.

Looking Ahead

"This workshop is a testament to Zimbabwe’s proactive stance on digital safety," said a representative from Digital Vocano. "By bringing together the Ministry of ICT and the betting community through the coordination of Paul Goto, we are ensuring that even high-growth digital sectors like betting are built on a foundation of trust and security."
